the error message is generated when python couldn't find a decoder. Although any text editor would open the file, python needs something so that it can play it. The "Listen.m3u" file is 49 is only 49 bytes in size. Here is the entire contents of it opened in puma.

That is a playlist, m3u are just an index of the files. They are most common in scene releases of music. The m3u will contain a list of the files in the release so you can see what is missing and preserve order without having to have track numbers in the file names or id3 tags. If opened with VLC it will play the files in the order listed. But if those files don't exist it does nothing. What is the contents of the m3u? Any text reader should be able to read it.
