This appears to be a link to an HTML page, so I'm not surprised that a media
player couldn't play it.  It looks like the page contains links to a number of
station pages with embedded players, I clicked on three of them and none
report to be currently on the air.

Wherever you got this file from, I'm guessing somebody is trying to do
something clever and non-standard - I don't think you'll be able to play this
on any media player except possibly one that the provider had in mind.
