No this is not a USB wire checker. It's designed to only measure Voltage and Amperage flowing in a USB circuit. There are such things as a "charging cable" vs a "data cable". But it depends on the manufacturer, as an example my 2012 Android Nexus 7 is designed that when the data pins are shorted together the unit will thus default to "fast charge" mode. I would NOT trust any cables sold on eBay sourced from china. My current research shows that the app "Charging Report" ( for Samsung Galaxy Handsets ) does accurately report mA https://play.google.com/store/apps/details?id=com.playfulgeeks.chargingreport or at least matches what the USB tester states up to at lease a hundredth of a mA.
