Tools -> Options -> General, at least in OE 5. I have to give it to MS
that both OE and IE have been made smarter and pop up a dialog box that
defaults to "Work offline" when no network connection is detected, and
now the offline mode of IE is actually usable. Wrt. Windows: no, it
doesn't check for updates automatically, unless you have instaled the
"Critical Update" patch (which you can configure to use whatever
interval in checking).
