[Miami] FTP site problems?

Hello

I have been trying for two days to get onto the the miami FTP site and it
keeps saying "too many connections in this class".  Is this site down? or
did it stop taking anonymous callers?

I have tried all hours of the day and night and at 4am and still cannot get
on now.
