No and no. It just means that the limit of simultaneous connections has
been reached.

Maybe in a few days, or maybe you'll be lucky at some point. I got the
beta on my first try, on Monday at around 11:35 local, or 8:35 GMT. If
the site is in the US of A, it was past midnight there, so that may have
influenced it. That doesn't explain why you haven't been able to log in,
though.
