This could be. I've had 3 ISPs in as many years, and didn't have this
problem before.
The telephone service is, of course, tone.
Telecom NZ is guilty of many things (including one of their employees
turning me down :)). Are you think line noise or something?

Do PPP ping every 10 minutes.

PPP page:

Allow MS-CHAP ticked            Accm: a0000
Same as in dialer ticked
VJC ticked
Get DNS from IPCP ticked
TermReq before hang-up ticked
Quick reconnect: file

TCP/IP Page:

Use ICMP ticked
T/TCP ticked
Down when offline ticked.

I'll assume other pages are not necessary for the problem.
I'm not sure what alot of these options do, so I haven't done too much
experimenting with random settings.
