During spoolup assist the Link opens the solenoid all the way to bleed off 
all the pressure signal so that none of it reaches the actuator.  This 
condition will continue until boost reaches the target.  Then (if adjusted 
correctly) it gradually decreases the % of bleed-off as rpm rises toward 
WGrpm.  At WGrpm the % of bleed-off is whatever was determined during the 
1st step of boost control setup.
