The issue I have with step 1, is that boost onset starts at ~2k rpm and continues to rise until it's just over 10psi at near 7k rpm. Boost never "settles out". I tested the actuator and it starts movement at 4psi and is fully extended with 14psi. With the wastegate wired shut, the turbo (t3/t4 60ar50trim 48arStage3) hits 16psi (target) at 4000rpm. So my thinking is to put the LINK into boost assist by setting the WGbase at 4psi (or less) and start the WGrpm around 3800 and tuning from there. I can't see any reason why this wouldn't work. It would allow the LINK to shut the signal line soon enough to stop any leaking set on by the touchy actuator.
