The idea has been implemented before, BUT one needs to recognize the efficiency of the overall system. One may use a wind mill to bring water up the hill, BUT one will not attain higher potential, one just accumulates the wind mill generated energy with the classical energy efficiencies and losses. We have done, ram pump/piston pump, wind mill pumping up the hill to a reservoir for night energy use, ram pump because the property had just a few meters of river run area to install the ram pump only, though a river with high water volume -- this system run for several years with limited success until the property up river was offered for sale and bought just to have enough water volume to install a turbine to generate the needed kilowatts and the idea of a pump/wind mill was abandoned. A detailed study should be done to see the benefits and problems -- and limitations -- .
