This rule only applies where there is plenty of water and the 
penstock is the overwhelming cost.  In most real situations we 
increase the penstock size to maximise power on the site.

  Working at the theoretical maximum means trouble with tuning the 
turbine, and you are also very vulnerable to degradation of the pipe 
due to build up of crud in it.
