First: The harbor Freight generator is a 10 KW peak power but 7.2 KW nominal or average power, also it requires 3600 RPM plus the Slip, price the last time I saw it ( 2 weeks ago) was $299.95 dollars THEREFORE the "antique looking" 12 Feet diameter wheel will require a lot of gears to bring the RPM up to the generator RPM.
Also, as a generator you can not tie it to the grid unless you use a lot of engineering to do the control of it. For a grid tied generator, it is best to use an Induction motor , it is much easier and simpler operation. NOW the STREAM, please detail with a good description how the stream is, bed width and depth and what is the head ( change in height) in the area of interest, is the stream with fishes ?. There are several methods for measuring the water volume and it is best that the above request for description of the stream is carefully given to suggest the easiest and best procedure. About selling and a federal offense, I can not help there !!. I do not know !!!!
