We should also promise them a spot on the no-fly list if they dare hold up an evacuation by taking their bag(s) out of the overhead bin and, thus, risking the lives of passengers who are desperately trying to get off the aircraft and follow flight attendants' instructions. Interfering with a flight crew would be the reason to cite for the punishment. I've had it with selfish fools who only think of themselves and not others. Some people will just not do the right thing. So bring on the punishment.
