external_id (both for customers and accounts) should be unique. That is, an
error message should be displayed if a customer is entered that has the same
external_id as another customer or if a loan is entered that has the same
external id as another loan. I'm not sure whether that was part of the spec
for that feature, but seems like it should be. We are running into a lot of
data entry errors with duplicating external ids (partly because of the bug
where they are cached from the last loan on the loan entry page) and this is
causing other errors, for example failure in the bank import plugin.
