On the 11th payment of a client fee, the charge does not get applied

SECDEP has two fees that are charged to the clients weekly (MMF1 and MMF2).
Currently, these fees are charged to the account successfully for the first ten
payments but on the 11th payment, it just doesn't get applied. Their
workaround is to remove the fees and re-apply them, but as they approach the
11th payment, it again disappears.
You can see the sample on the SECDEP servers. Look at the attached screenshot
for client 0003-000014523.
The date the screenshot was run is 9/14/2010. The last payment (9) was on
8/30. The clients meets on Mondays, so its 10th payment was due on 9/6 and the
11th on 9/13. As of the 14th, it only shows that the client is 16 pesos
overdue, but they should be 32 pesos over due! Also, if you click on apply
payment, it only populates with the 16 pesos and not the 32 pesos that need to
be entered.
SECDEP has founds this to be a consistent behavior for them.
