On 1.6.x the area above the footer is a fixed height. Are we okay with having
a shorter white area of the screen on the login page in order to move the
footer up? If so, can you give an idea of how much it needs to move up? What is
your screen resolution?
On Leila E, the login page has been rewritten using the Blueprint CSS framework
so the footer should be able to float and be at the bottom independent of
screen size.
