Think this is related to the localization cleanup that GS did part of.
Concatenated strings result in the formation of improper messages for other
languages (i.e. French and Spanish)
For example "Create Loan Account" is formed by what seems to be "Create Loan" +
"Account" which results in "Crear Préstamo cuenta" for Spanish rather than
"Crear cuenta de préstamo"
Likewise in French as well.

Navigate to main Admin page, click Define new Savings Product.
Select dropdown for Product Category,
values are French and English.
This also occurs on 8085 Demo Server with English.
