Client fees cannot be applied to a client without a loan

When trying to apply a recurring client fee to a client without a loan, Mifos
returns an error that there are no installments to apply the fee to
REPRO:
1. Create a recurring client fee
2. Find a client without a loan
3. Apply client fee
EXPECTED: client fee applies successfully
ACTUAL: Client fee returns error that there are no installments to attach to
