see same as reported by SECDEP on their testing server. Noted the
GenerateMeetingsForCustomerAndSavingsTaskJob hadn't run since 25 Feb, so
manually triggered that batch job to see if generating more meetings might
allow the client fee to be applied. Once I triggered the batch job, I was able
to apply charge on client with system ID used in example provided during SECDEP
testing - System ID: 0004-000000108.
going to close this as not-a-bug.
