MIFOS-4995: its invalid to add admistrive fees that are rate based and
involve interest to a variable installmentsloan product, but on the off chance
that someone creates a normal loan product and somehow switches over to
variable loan product, adding validation to stop loan creation for variable
installments if these fees exist in product.
MIFOS-4995: increment fee index.
