I looked at jsp pages, like the bulk entry, and bulk entry preview, and a few others and there isn't any on clear point that the numbers are formatted at. So far it seems like changing the Money.java class to have a method that returns a formatted number based on locale might be one way to go, however for obvious reason I don't want to start taking this approach yet as it means editing one of the core classes. I'm going to see if there's a way to do it only using the jsp pages but so far it doesn't look like it.
