Update the <c:formatNumber ..> tag for JSP pages that handle previewing of loan
product data: CreateLoanProductPreview.jsp, EditLoanProductPreview.jsp,
LoanProductDetails.jsp.
With this patch (submitted via email), thousand separators show up correctly
for following cases:
# previewing the loan after a new loan is defined
# previewing the loan if an existing loan is edited.
# when viewing the details of an existing loan product
