Improve 'Operation Details' pop-up window on 'View REST Approval List' page

Operation Details pop-up window needs some improvement to be more intuitive:
- 'x' for closing window should be always visible, not only after placing
cursor in the top-right corner of the window
- After clicking on Update button, nothing is happening. There should be either
message saying that parameter has been succesfully updated or after clicking
Update button the window should be closed. We can also consider the complete
removal of Update button so it would be working like this: if user wants to
update parameter and submit operation then he enters new value and click
Approve. If he only wants to update parameter then he enters new value and
close the window and parameter is updated automatically.
It would be also good to add new column with the opration amount in the table
with operations in WAITING state.
