Agreed - Posted new issue - https://mifos.dev.java.net/issues/show_bug.cgi?id=2540. Right now the transaction date doesn't appear to test whether it's greater than the disbursal date. In a practical sense, I don't see this issue appearing often, but it's good to have it identified!
