Check the 4. section of INSTALL file that comes with 1.5 Mifos package.
Have you set the env var CATALINA_OPTS = -Xms1024M -Xmx1024M
-XX:MaxPermSize=256m
Also just check the section 7.3 of in INSTALL file to know about Server
configuration recommendation.
