This has worked for the last few weeks:

/ip dns
set allow-remote-requests=yes cache-max-ttl=15m cache-size=10240KiB \
    max-udp-packet-size=1024 primary-dns=208.67.222.222 secondary-dns=\
    208.67.220.220

I believe it's the max-udp-packet-size.
