Stuart,
Look at DNS.  This is  usually the place that makes hotspot bug out.

Yea hotspot uses simple queues and bandwidth usage is easily less than 7
megs and only around 25 firewall rules. Just trying to get a handle on a
hotspot problem that gives out ip's but doesn't let people surf, no
rhyme or reason and no clues to the crime.
