I'd be surprised if this is due to the roundabout works, since the BT exchange is in Waterbeach and the cabling is unlikely to go anywhere near the roundabout... only a few lines around the industrial estate are connected to the Cambridge exchange. Last time we had a line fault here (several years ago) it was in the exchange, and was fixed when a BT engineer re-seated the line card (i.e. pulled it out of the rack and plugged it in again).
