Because the newly added function declarations use the types
MEM_EXTENDED_PARAMETER and PCFG_CALL_TARGET_INFO, that aren't declared
anywhere in mingw-w64 headers.
This breaks building mingw-w64-crt.
It looks like you're adding things just for the sake of adding things, not
for any use, if you haven't even tried using the addition.
Please fix it.
