Hey there, I found it really painless to do with Webmin (www.webmin.com), it makes the job for lots of things a millions times easier and supports OpenBSD pretty well. However make sure you keep it upto date because it would be a LOT of screwing around to get it under a chroot seeing as it is their to configure everything anyway. Best thing for security in this case would be some strong accses control, block the ports, don't forward them, something along those lines.
It took me about 15 minutes to set up a home DNS server on my network with OpenBSD and Webmin.
