I don't think you're missing something, and I think there's a bug
somewhere.  I'll try to look into this.

Yes.  xterm only supports ISO8859-1 and UTF-8 natively; everything
else requires luit and is mapped to UTF-8.

Either the same way or they go with UTF-8.
