Only for ports which require OpenSSL and don't require a library which pulls in LibreSSL. For example we are now stuck on updating Postfix (thanks to an openssl dev there who successfully pushed for requiring newer api only in openssl for now), and I am concerned about future Python versions since there is a redhat person there pushing for openssl only. Once you link against these things you can no longer link against a library using the equivalent thing from base.
