To get money from the government you have to work with
professionals consultants.  The good ones are expensive, 
but they do work on a contingency basis.

They know who to ask, and what incantation to follow.
Its their job to get the money not yours.

The trick is finding a good one.  To get money,
companies need a university connection show what
they are doing is research, so the place to find
the good consultant is from references from friendly
professors.
