The problem is the following:
-> read the pw_lock(3) man page (do: man 3 pw_lock);
-> read it entirely;
-> understand that manual page;
-> (the most important step) check if the /etc/ptmp file is in the filesystem and remove it. You'll see that things are now all right. Maybe you'll need to re-add those 2 users.
