Is it listed anywhere that installs should go from www.openbsd.org? I
can't see that on https://www.openbsd.org/ftp.html which does list
ftp.openbsd.org but that points to another ip address than
www.openbsd.org or openbsd.org does, so it's not surprising that
different machines serve different contents.

I'm guessing your end, if /etc/installurl pointed to www.openbsd.org
