Is there a reason you do 15999 writes that likely not necessary? You could 
create a sparse file instead

dd if=/dev/zero of=debian13.img bs=1M seek=15999 count=1

Faster, too. *Much* faster on small machines like the APU2 I verified it on 
before hitting the send button.

If you are doing this often it may also notably prolong SSD lifespan by 
eliminating a lot of completely unnecessary writes.

Just keep an eye on your free space.
