Probably many providers without IPMI/KVM use Xen e.g. where OpenBSD won't work 
at all so it may be not that groundbreaking missing link?

BTW 1: One could try kexec instead of qemu with an 
actually-OpenBSD-pseudo-Linux kernel. [<-> crossposting with Janne Johansson: 
this way qemu changes don't need to be maintained]

BTW 2: What about an update mechanism for OpenBSD itself? E. g. if you want to 
update 6.2 to 7.8 it would be neat to find an alternative way to classic 
sysupgrade process (where you may need to adjust things when first booting) for 
hosting providers without VNC access.
