Since I upgraded a Arch Linux VM to the latest release with kernel 6.18 I see the same thing. I can see ethernet packets with ARP requests on the tap interface, but the source MAC is set to all zeros. The VM can't talk. Alpine 3.23 was also released with a 6.18 kernel.
