I think that i found it! But, i can not be sure!
My server is at Vultr:
I remember 1 bug with syspatch from 7.7 to 7.8, i did not have it at
vultr, and i had it in other servers! Today i tested sysupgrading at
vultr 7.7 no patced, 7.7 patched and both failed because syspatch bug.
Then i tested 7.7 to 7.8 with out patches and patched, both cases when
correctly. Inmidiatly moved my personal server from vultr, and destroyed
the 7.7 snapshot. Actualy is 7.8 working. agroena.org

passwd is not a default backend. Maybe opensmtpd-table-passwd has a
unforeseen problem with the patches. Question is: Are there any people
on 7.8 with opensmtpd-table-passwd that can report if it is working
for them. The you should just update to 7.8.
