This file (/etc/bsd.re-config, not /bsd.re-config) is used by
/usr/libexec/reorder_kernel, which is normally run at boot in the
background.

For a change to take effect, either run reorder_kernel manually, or
you'll need to reboot & wait for the background run to finish & reboot.
