Ruby is not incredibly slow, it depends on what you want to do with it. There are many sites with millions of requests (43people, basecamp,eins.de,..) that use Ruby/Ruby on Rails.

internationalization is not build in like in Java, but like C, Perl or PHP there is Gettext or other internationalization libraries.

I use Ruby on Rails on a German/English site with 100.000 request per day on a P4 2,8 and the machine is mostly idle.

With Ruby on Rails you get an incredible increase in productivity.
