hi,
i've been playing a bit with sysctl today and i've found something weird..
i've got an ibm r50e laptop (model 1834-s5g) which has a celeron m 360
processor (1.4 ghz) which shows up in dmesg properly.. however:

as you can see the cpuspeed is 1300 and not 1400 as it should be, what's
even more weird after:
$ sudo sysctl -w hw.setperf=0
(...)
hw.cpuspeed=1300
hw.setperf=0
(...)
and back to 100:
$ sudo sysctl -w hw.setperf=100
(...)
hw.cpuspeed=0
hw.setperf=100
(...)
the cpuspeed drops to 0 and stays that way no mather how many and what
changes to hw.setperf i make..
it doesn't affect the machine's speed (made some tests with md5 -t) though..
i saw some closed, old PRs about similar things however nothing with newer
cpus, is it worth reporting a new bug or am i doing something wrong?
