The list just hasn't been used in a while. It could be seen as redundant effort, since ports-changes@ receives messages for each commit to the ports tree (including security-related commits), and pkg-stable.html is updated rather frequently. This issue has come up on #OpenBSD on freenode a few times recently, too.
