How do you start your squid is the key.

man 5 login.conf
man 8 rc

explain it. Just putting the class there for a specific user doesn't make it use it unless you specify that class at the start in your rc.local

It's not for squid, but check the principal and ideas here:

You will see that unless you specifically tell it to use it, it will not use it and only gets the default class no matter what you put in there.
