nowhere, no RFC nor anything else defines that '*' should mean
unspecified addresses in _all_ address families.

the only thing clear is 0.0.0.0 for IPv4 and :: for IPv6.  The
rest is by convention.

and the convention should be that * means 0.0.0.0 for IPv4 only
stacks and :: for dual or IPv6 stacks.
