Hi there, I was in a similar position to you a few months ago. I decided to go with Ruby on Rails, it's really simple! But to get the most out of it you should buy a book. "Agile Development with rails" is a good one.
It might be worth reading a php + mysql tutorial just to see how yucky it is. Kind regards, Timothy.
