Adding a vlan and reloading works here on -current. ISTR some problem where if you tried to reload, and there was some type of config error, you could then not reload until you restart the daemon; could that have happened? (if my memory is correct, I think that was fixed post-4.3). Perhaps running "ospfd -dv" and examining the output when you attempt to reload would give more clues.
