Which is why the filter can be set to trigger a response only for
attachments rather than size. ;)

It appears to be partially the result of lack of infrastructure.  Most
who send have no way to put files into a common filesystem let alone
grant or restrict access to various internal and external groups.

It's both rude and stupid to send the attachments.  Among other things,
storage and bandwidth costs increase one or more orders of magnitude.
At best it shows a willingness for the sender to play an active or
passive role in a technological race to the bottom.

I can't imagine how many dozens of lost hours per week, in a
desktop-intensive job, could be saved by having 1) an IT department that
actually knows something about computers, 2) taking a look at the
following components of the base distro:

        OpenAFS
        Heimdal / Kerberos
        Apache+SSL + Userdir

These three give practically out of the box : single-signon, distributed
networked filesharing, and the possibility of web distribution (for
recipients lacking AFS).
