This is a common misconception about the GPL. The GPL (and other open
source licenses) only come into effect when you distribute GPL'd software.
If someone creates a custom version of Mixxx they are not required to
publish the source code until they distribute it to another entity.

The workflow I was envisioning for feature development on GitHub is that
people develop new features in their personal fork of mixxxdj/mixxx. So if
I am working on key detection it would go into 'features_key on
rryan/mixxx.
Sometimes two people want to collaborate on a branch using a more
centralized model. (For example, how we use ~mixxxdevelopers
branches on Launchpad).
For Mixxx developers (i.e. with push access to mixxxdj/mixxx) I was
imagining in that case you could push the branch to mixxxdj/mixxx.
For Mixxx contributors we could liberally grant push access to
mixxxcommunity/mixxx and delete all the release branches like '1.10',
'1.11' and 'master' so people aren't confused that commits to those
branches will be automatically accepted into mixxxdj/mixxx. The main
downside here is that people with push access to mixxxcommunity/mixxx could
delete other people's work. But this was true of ~mixxxcontributor branches
on Launchpad too. Also I'm not sure we ever had a single commit to a
~mixxxcontributor branch on Launchpad by a non-~mixxxdeveloper so this may
all be moot.
So, to summarize mixxxcommunity is mostly for migration purposes -- it's a
convenient place to stick all the existing work on Launchpad without
cluttering up mixxxdj/mixxx. It will surely become cluttered with old
abandoned branches but is that really a problem?

Sounds good to me. I don't see a problem with giving people instructions if
they want to do it themselves. As Owen pointed out it's kind of tricky (you
have to patch git-bzr-ng) and the scripts need fixing to not be specific to
Owen's machine.
