mpeg2enc always introduces breaks for SVCD, you can only change the size
 to a very large value.

So does mpeg2enc -S 650 insert break points to _both_ 650 and 730 MB points?

Anyway, the only situation where one would like to use a lower setting than 730 would be if s/he wanted to burn the MPEG on a data CD instead on a SVCD:

A 74 minute CD has 74 min * 60 s/min * 75 sectors/s = 333000 sectors, and holds 333000 sectors * 2324 B/sector = 773892000 B / (1024 * 1024) B/MB = ~738.0 MB of MPEG2 data in CD-ROM XA "Mode 2-Form 2 block" format which SVCD uses. For a data CD use 2048 and for an audio CD use 2352 in the calculation to get ~650.4 MB data- and ~746.9 MB audio-capacity of a 74 minute CD.

And I usually want to break MPEG2 to smaller chunks anyway because my DVD player has very slow fast forward/rewind so it is quicker and more precice to split the SVCD in chapters.
